York County Council last evening held a workshop where County Manager David Hudspeth and Assistant County Manager Kevin Madden presented the budget for the 2020-2021 fiscal year.
The budget includes $3 million of fund balance in order to maintain their level of services. The budget includes increased recycling expenses, which will need to be addressed in the next fiscal year budget. The value of a mill for the entire County is projected to increase by 2.5%.
The budget includes a 15% and 3% on water and sewer rates from the City of Rock Hill, which York County expects to have a significant negative impact. The County’s 2.63 percent increase in population was the fifth largest growth rate in the state. There were 18 counties in the State of South Carolina that had a reduction in population.
