One of the York County goals for their new strategic plan is to employ and retain the appropriate number of high quality, trained, goal oriented staff with low turnover.
York County Manager Bill Shanahan said having not enough people can be just as expensive as having too many people.
Depending on the time of the year York County has up to 1100 employees. There are also 33 boards and commissions, which adds up to 220 volunteers.
